Surveying Open Government in the OECD

Involve are working with Essex University's Department of Government to develop a survey for the Organisation of Economic Cooperation and Development (OECD).

This work builds on a paper Involve wrote for the OECD - Open Government: Beyond Static Measures (forthcoming). This paper argues that an effective assessment of open government requires us to look beyond the simple presence or absence of laws on paper and instead study how they actually work in practice for the citizen. To do this we must create, and collect data on, indicators which assess the scope and efficacy of open government laws.

This project will create two indicators to assess how open government mechanisms (such as freedom of information laws) work in practice and will develop a survey to collect data to support these.

The survey of OECD members will be conducted in late 2010 with the results to be included in the OECD's bi-annual Government at a Glance publication.
